		<description>Emma. The meeting was just a foot in the door for the representations who attended it. Reading has been so behind compared to neighbouring authorities and now because of  financial resources or rather lack of, the LA is begininng to want to tackle this ever growing demand for support in a more progressive way. You have missed in your post some of the other very important recommendations but I shall let you off as I think your contribution showed your interest in the subject. There is a lot more to be done and abandoning the traditional views on autism and interventions would benefit for a start. For instance early intensive interventions would be so much more cost effective for the borough in the long term and effective for the child and its family. Which brings me to say it is an individual disability and has to be treated as such when looking at the case of training staff and the family. It should be what works for the child and family and not the system. If you empower the parents, half the job is done! As for communication from School. It is more communication with School as I believe Education transcend School and even more so for autistic children</description>

After the next election ,and presumably we will have a Tory government,the need to save money will be enormous--what better place to start than cutting out waste by changing an unfair tax system.

		<description>Moving on to the big picture , I wonder if the Tories would agree that the council tax is basically an unfair tax which is not based on the ability to pay.----Surely this is wrong --people on lower incomes pay a greater percentage of that income on council tax--that cannot be fair!!
  It is a sad reflection on both the Tories and the Labour parties that they seem unable to see this problem.
A fair and sensible solution would be to abolish council tax on primary residences and collect the same amount on national income tax--now that would be fair.  The lib dems would like to do it by way of local income tax, but the problem with this is that the cost of collecting would still be there . By doing it on national income tax the system already exists and the cost would be close to zero.
RBC spend £1.25 million on collection , what a waste of money.
as for the &#039;local control&#039; arguement it is a well known and proven fact that the government have underfunded councils of all colours over the last decade ,and caused the council tax to double so local control does not really exist.
We hear a lot of the phrae &#039;fuel poverty&#039;  --I wonder how many households are in &#039;council tax poverty&#039;?</description>

Every sane political party wants to cut taxes and increase spending - both are popular.

If you&#039;re proposing a budget that freezes council tax (woo!) then I nevertheless would want to know where that £2.7m (that&#039;s what the local papers&#039; websites say you would need to cut) is coming from. 

Is it consultants? Good - which?

Is it some of those 100+ jobsworths on £50k plus?  Good - which departments?

You&#039;ve said it&#039;s not the voluntary sector, not community care, not children&#039;s services...all very popular. But it&#039;s the mark of a good politician to be able to make tough decisions and sell them to a sceptical public - not to duck the tough decisions altogether.

For all their faults, at least the other two parties have admitted that council tax would need to go up to pay for their splurges.</description>

We finally find a local Conservative by the name of Isobel Ballsdon who can stand up and really go after the Politbureau of the Peoples Republic of Reading and what happens – she is removed.

On the face of it an amazing act by the leadership of the very party who is meant to be the official opposition. But look a little deeper and perhaps not so strange.

As you know Cumsty &amp; company have had a very cosy relationship with our friends in the Reading Kremlin for years. They are allowed tend their little patch North of the river and if they are good, get a new Zebra crossing in Emmer Green. 

Now we have a politician really doing her job and taking down a senor Politbureau member. The satellite state of Conservative Caversham has been forced to act by their lords &amp; masters at Redingski Square.

Emma, you and the other decent Conservative Councillors your time has come, get behind Isobel Ballsdon, get rid of the Labour supporting cabal that lead you and start the process of real opposition in this town.</description>
